How to bring out red color in aquarium plants? Which area should be taken care off, Fertiliser or light?

 I have a tank of 78 gallons of 3.0 watt per gallon, FL gravel, although plant growth, plants are not red showing their constant turning rather red leaves. nitrate content is 2 ppm in tank of heavy water. Please suggest ways to bring the color red?

 Watts per gallon is an odious "rules", "guideline", or any other compromise on you can give ... is about as use it as "one inch of fish per gallon of water down" (which is crap).

Could anyone give me a list of fresh water aquarium plants that are red in color?

 I'd like a make of red plants with minimal green for a novel water aquarium. Diversified lengths/heights would be keen and the redder the better. If they're from the amazon that's an added reward. I have grown some easy plants successfully, but I'm not unbelievable experienced
